Floodplain Development Objective
42-232.3 Objectives
The objectives of floodplain development regulations are to:
- Protect human life, safety and health;
- Minimize expenditure of public money for costly flood control projects;
- Minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public;
- Minimize prolonged business losses and interruptions;
- Minimize interruptions and disruptions of family life caused by flooding;
- Minimize damage to public facilities and utilities (i.e. water and gas mains; electric, telephone and sewer lines; and roads/bridges located in floodplain;
- Help maintain a stable tax base by providing for the sound use and development of flood prone areas;
- Permit and encourage the retention of open land uses which will be so located and designed as to constitute a harmonious and appropriate part of the physical development of the community and which will not impede the flow of flood waters;
- Prevent victimization by insuring that potential land, home and business buyers are notified that property is located in an identified flood hazard area; and
- Prevent increased flood levels caused by unwise floodplain development.
