New Dining Establishments
New dining establishments in Henderson County must first have applicable licenses and permits. Inspectors will work closely with owners and management to ensure the quality and safety of food service to the public.
Plan Review Application Requirements
The following information must be provided with plan review submittals. See the plan review checklist for plan submittal specifications.
- A $250 plan review fee. Call 828-694-6060 to pay the plan review fee by credit card, or send a check made payable to HCDPH to the address shown below. Note: Plan Reviews received without payment will not be processed.
- A complete set of plans, drawn to scale, showing the location of equipment, plumbing and electrical services, and mechanical ventilation.
- A completed Food Establishment Plan Review Application.
- A copy of the proposed menu.
- Manufacturer specification sheets for each piece of equipment shown on the plans.

Once construction is complete and the applicant has obtained all building department, zoning and fire approvals, a pre-permitting inspection is conducted. If the facility has been constructed in compliance with the approved plans and state and local regulations, the applicant may apply for and obtain a food service license.
