Paralegal
Duties and Responsibilities: This position performs and overseas specialized legal research, title searches, and the like; maps parcels for the purpose of taxation and performs specialized GIS-related tasks for the Land Records Division; assists citizens as needed. Prepares various correspondence, reports, advertisements, and other written materials; may appear in person to deliver reports to the Board of Commissioners and other officials as necessary; Participates in the collection of delinquent real and personal property taxes and other related revenues from taxpayers; Drafts and analyzes legal documents concerning property ownership, transfer, foreclosure, estate actions, and parcel split/combining actions; Performs title searches for real property in conjunction with enforced collections and cadastral mapping support; Prepares the annual Tax Collectors Settlement and related documentation as required by statute - presents to the proper authorities; Prepares documents and Conducts In Rem real property foreclosures. Works with the Collections Division, the Clerk of Court, attorneys, and Sheriff’s office to update listings for delinquent and deceased taxpayers, bankruptcies, and In Rem Foreclosures. This position also performs paraprofessional duties for the Tax Department; performs related work as required. Work is performed under general supervision. This position reports to the Deputy Tax Collector.
Qualifications: Thorough knowledge of tax billing and collection procedures, policies, and record keeping methods; thorough knowledge of the North Carolina General Statutes, the North Carolina Machinery Act, and local regulations relevant to the billing and collections of taxes and other fees; general knowledge of modern office practices and procedures; general knowledge of accounting principles and practices; general knowledge of computers and various software applications, and other required office equipment; ability to perform legal research in accordance with preliminary instructions as to the methods or approach, source material available, and policy and precedent of the office; ability to summarize facts and evidence, and prepare legal instruments; ability to supervise, plan, and direct the work of others; ability to research and analyze data; ability to operate office equipment required by the position; ability to safety and efficiently operate a motor vehicle; ability to communicate effectively orally and in writing; ability to maintain accurate records and prepare reports; ability to attend work regularly.
