Compliance Officer

Duties and Responsibilities:  The compliance officer is responsible for the quality assurance processes of the tax department. This means measuring consistency of performance and results in the listing, assessing, relief, collection, and enforcement of property taxes in Henderson County. This will be accomplished by the conduct of internal audits, data collection through computer data sampling and field site reviews, document review, and statutorily mandated compliance reviews of tax relief functions. The compliance officer will also conduct discovery of questionable or absent listings of personal and real property and sample billing abstracts to ensure the accuracy of the billing process. The compliance officer will also support the staff sections as the training management officer. This includes keeping record of staff training and department training budgets, coordinating DOR-mandated training with staff supervisors, and supporting educational growth opportunities to all staff members to professionally grown and diversify their skill sets. The compliance officer will also support individual staff sections as directed by the Tax Administrator to support heavy work periods and personnel shortfalls. The compliance officer will also assist the staff sections in recording and cataloging training plans for in-house training and new person onboarding.

 Qualifications:  Must have knowledge of the following topics and skills:

  • Real property appraisal and Personal property appraisal
  • RMV appraisal and billing (through NCVTS)
  • Reappraisal
  • Tax Relief programs
  • Land Records, Deeds and Cadastre
  • CAMA systems (preferably Farragut) 
  • Strong IT skills/ Knowledge of the Farragut NCPTS/Denal i/VTS systems
  • Strong Management and Communication Skills (including public presentation)
  • Detailed knowledge of DOR and DOI reporting requirements.
  • Ability to interpret statutes and ensure our processes are appropriate and conforming.
  • Ability to evaluate and review workflow within and between divisions to increase productivity
  • Strong knowledge of Excel and how to perform SQL queries.
  • Knowledge of and ability to complete DOR forms.

 

Required skills and background:

 

NCDOR Certification as Real Property or Personal Property Appraiser Level 2 or higher. Additional certifications in appraisal, collections, and mapping are highly desired.5 years of experience as a North Carolina Appraiser at the county level. Department of Revenue training in North Carolina Tax Relief and Present Use Value (PUV) assessment. Knowledge of Farragut PTS software highly desired. Computer literacy to include common Microsoft Office products, SQL, Farragut CAMA and PTS products. Knowledge of ARC pro and parcel sync software is highly desirable. Physical Requirements:  Common office activities including walking, standing, sitting, reaching, lifting (upto 25 lbs.),typing, and driving.

Current North Carolina Driver License is required.

Salary Range:  $24.50 - $43.12                                Hiring salary will be determined based on qualifications and internal equity.
