Land Records Supervisor

Duties and Responsibilities: This position plans, organizes, supervises, and directs the Land Records Division staff; oversees the comprehensive land records mapping maintenance program for the inventory of land parcels, and the analysis, preparation, and maintenance of all county map layers for appraisal and administrative purposes. This position also erforms difficult administrative and supervisory work in Land Records Division of the Assessor’s Office by ensuring the updating and maintaining of real property records; performs related work as required.  Work is performed under general supervision.  Exercises limited supervision of the Land Records Division staff.  Reports to the County Tax Administrator.

Qualifications:  Thorough knowledge of principles, practices, and techniques used in mapping real property; thorough knowledge of computer systems, operations, data entry, and applications, including Geographic Information Systems;  general knowledge of County geography; ability to plan, coordinate, and supervise the work of others; ability to operate common office machines and computer required by the position; ability to read and interpret land maps; ability to communicate effectively orally and in writing; ability to attend work regularly; excellent interpersonal skills.

Possession of a valid North Carolina Driver’s License.

SPECIAL REQUIREMENTS:

Within one (1) year of employment:

Within two (2) years of employment:

  • State Certification as a Mapper.

Within four (4) years of employment:

  • Certification as a Senior Mapper.
  • Courses:  1&2—Fundamentals of Real Property Appraisal and the Income Approach to Valuation, 6—Principles and Techniques of Cadastral Mapping, and 4—Assessment Administration, Standards and Ethics; or their equivalent.

Professional Designations:

  • Cadastral Mapping Specialist (IAAO CMS)
  • GISP– GIS Certification
