51-3. Jurisdiction.
This Chapter shall apply to:
- All unincorporated areas of Henderson County, except within the extraterritorial jurisdiction of a municipality that is exercising those powers contained in N.C.G.S. Chapter 160A, Article 19 if such extraterritorial jurisdiction has been validly established; and
- Any incorporated area over which the County by general or local law exercises those powers contained in N.C.G.S. Chapter 153A, Article 18.
