these minutes is the list of 20 students who attended from the four high
schools, members of the Leadership Development of Henderson County - Class of
2004/2005.
CALL TO ORDER/WELCOME
Commissioner Young
called the meeting to order and welcomed those in attendance. He explained that
the purpose of this meeting was to meet with local High School students, answer
questions from them and explain about local government. He discussed the terms
of service for Commissioners, stating that members serve four year terms. He also explained that the
Board adopts the budget for the County each year, and explained how the
property tax rate was determined.
Commissioner Baldwin
explained that the Board of Commissioners is the policy maker for the County,
and that Staff implements those policies. He discussed some of the differences
between County government and other levels such as municipal, state or federal.
He explained that County government was essentially an extension of the General
Assembly, which defined a great deal of what the Board had the authority to do.
Commissioner Moyer then
discussed how the Board of Commissioners works with the School Board to provide
the best possible educational system. He explained how roads are handled in
The Board answered
several questions from the students in the areas of tax rate and property
valuation, grant programs, animal control projects, disaster relief and flood
plains.
