COUNTY
OF HENDERSON NOVEMBER 13, 2003
The Henderson County
Board of Commissioners met for a special called meeting at 9:00 a.m. in the Commissioners= Conference Room of the
Henderson County Office Building at 100 North King Street, Hendersonville,
North Carolina.
Those present were:
Chairman Grady Hawkins, Commissioner Bill Moyer, Commissioner Charlie Messer,
Commissioner Shannon Baldwin and Deputy Clerk to the Board Amy Brantley.
Attached as a part of
these minutes is the list of 20 students who attended from the four high
schools, members of the Leadership Development of Henderson County - Class of
2003/2004.
CALL TO ORDER/WELCOME
Chairman Hawkins called
the meeting to order and welcomed those in attendance. He explained that the
purpose of this meeting was to meet with local High School students, answer
questions from them and explain about local government.
Commissioner Baldwin
discussed the role of county government in relation to the state, planning, and
the purpose and scope of the Comprehensive County Plan community meetings.
Chairman Hawkins discussed the structure and operation of county government in
general, the relationship between counties and municipalities, and the expanded
services municipal governments could offer.
Commissioner Messer spoke about parks and recreation facilities, and the
changes currently going on with mental health services in the county.
Commissioner Moyer spoke to the complicated organizational structure within the
county as related to other entities such as schools, DSS, the Sheriff and Tax
Collector. The Commissioners responded to several questions from the students
about land use planning, homeland security, the local apple industry, the
historic courthouse, expansion of schools, parks and recreation facilities and
balancing the budget.
ADJOURN
At approximately 10:00
a.m., Chairman Hawkins thanked the students for coming and adjourned the
meeting.
