COUNTY
OF HENDERSON JULY 23, 2003
The Cane Creek Water and
Sewer District Board met for a regularly scheduled meeting at 9:00 a.m. in the
Commissioners= Meeting Room of the
County Office Building.
Those present were: Chairman Grady Hawkins, Vice-Chairman Larry
Young, Commissioner Bill Moyer, Commissioner Charlie Messer, County Manager David E. Nicholson, County
Attorney Angela S. Beeker, and Clerk to the Board Elizabeth W. Corn.
Also present were:
County Engineer Gary Tweed, Fire Marshal/Emergency Management Coordinator Rocky
Hyder, Public Information Officer Chris S. Coulson, and Paralegal Connie
Rayfield
Absent was Commissioner
Shannon Baldwin.
CALL TO ORDER/WELCOME
Chairman Hawkins made
the motion for the Board to adjourn as Henderson County Board of Commissioners
and convene as the Cane Creek Water and Sewer District Board. All voted in favor and the motion carried.
Minutes
Cane Creek minutes had
not been approved in quite awhile.
Draft minutes were presented for the Board=s
review and approval of
the following meetings:
November
20, 1996
March
25, 1999
July
24, 2002
Chairman Hawkins made
the motion to approve the draft minutes as presented. All voted in favor and the motion carried.
Monthly Cane Creek Sewer
Rates
Effective July 1, 2003, the
cost to the Cane Creek Water and Sewer District (CCWSD) to have wastewater
treated by MSD (Metropolitan Sewer District) will increase from $3.92 per
thousand gallons to $4.00 per thousand gallons.
Mr. Tweed informed the
Board that should they choose to pass this additional cost on to the CCWSD
customers, the monthly sewer bill for the average homeowner will increase by $
.36 (thirty six cents).
The County Manager
recommended increasing the Cane Creek Water & Sewer District rates as
proposed to offset the increase imposed by MSD for wastewater treatment.
Chairman Hawkins made
the motion to set the rates as proposed.
All voted in favor and the motion carried.
Update on Mills River
Sewer Project
(add-on)
Gary Tweed updated the
Board on the Environmental Assessment that staff had been working on for the
past year. They are near completion of
that project. The State has gone
through their reviews. Eighteen
agencies have reviewed the document.
The only agency that had
any concerns was the Wildlife Resources Commission concerning buffers,
secondary development issues, etc.
Staff met with them in June and worked through most of those
issues.
The State has drafted
the Finding of No Significant Impact.
It is going through an upper level review in Raleigh currently. It will be sent on to EPA for issuance. Staff has been told it will take 30 - 60
days for that process to happen.
During this time frame,
staff will start working again on easement acquisitions. They had stopped while they were going
through the environmental assessment.
They will initially try to secure easements on a voluntary basis. Those they encounter difficulties on will be
brought back to the Board for discussion.
Mr. Tweed hopes to have
the project completed by the end of 2004.
The designs are done. Staff has
to prepare bid documents. He would like
to begin construction this fall.
Chairman Hawkins made
the motion for the Board to adjourn as Cane Creek Water and Sewer District and
reconvene as the Henderson County Board of Commissioners. All voted in favor and the motion carried.
