STATE OF NORTH CAROLINA BOARD OF COMMISSIONERS

COUNTY OF HENDERSON JUNE 6, 2003

The Henderson County Board of Commissioners met for a special called meeting at 5:00 p.m. in the Commissioners= Meeting Room of the County Office Building.

Those present were: Chairman Grady Hawkins, Vice-Chairman Larry Young, Commissioner Bill Moyer, Commissioner Charlie Messer, Commissioner Shannon Baldwin, County Manager David E. Nicholson, and Deputy Clerk to the Board Amy R. Brantley. Also present were Budget and Management Director Selena Coffey, Finance Director J. Carey McLelland, and Public Information Officer Chris Coulson.

CALL TO ORDER/WELCOME

Chairman Hawkins called the meeting to order and welcomed all in attendance. The purpose of the meeting was a workshop on the FY 2003-2004 Budget.

REVIEW OF EXPENDITURES/General Fund Departmental Summaries

David Nicholson discussed some of the issues covered at previous Budget workshops. He went over several items that staff had adjusted in the budget since its initial presentation, particularly with regard to Economic Development.

Selena Coffey then reviewed with the Board the Departmental Summaries for the Public Safety Departments, Environmental Protection and Economic and Physical Development. The departments reviewed were:

C Office of the Sheriff

C Detention Center

C Office of Emergency Management (also known as the Office of Homeland Security)

C Office of the Fire Marshal

C Inspections Department

C Risk Management

C Emergency Medical Services

C Animal Control

C Criminal Justice Partnership Program (CJPP)

C Rescue Squad

C Property Addressing Division

C Forestry Services

C Soil and Water Conservation District

C Planning Department

C N. C. Cooperative Extension

C Land Records Division

C HOME Program

C Economic Development

There being no further business to come before the Board, Chairman Hawkins made the motion to adjourn the meeting at 6:15 p.m. All voted in favor and the motion carried.

The next Budget workshop is scheduled for Tuesday, June 10th at 7:00 p.m. and will be a joint workshop with the Board of Education.
