COUNTY
OF HENDERSON NOVEMBER 6, 2001
The Henderson County
Board of Commissioners met for a continuation of the regularly scheduled meeting
of November 5 at 4:30 p.m. in the Commissioners= Conference Room of the Henderson County
Office Building at 100 North King Street, Hendersonville, North Carolina.
Those present were: Chairman Bill Moyer, Vice-Chair Marilyn
Gordon, Commissioner Grady Hawkins, Commissioner Don Ward, Commissioner Charlie
Messer, County Manager David E. Nicholson, and Clerk to the Board Elizabeth W.
Corn.
Also present were:
Public Information Officer Chris S. Coulson, Assistant County Attorney Jennifer
O. Jackson, and Finance Director J.
Carey McLelland.
CALL TO ORDER/WELCOME
Chairman Moyer called
the meeting to order and welcomed those in attendance.
JCPC
The Board had held this
item open for some input from the County Manager. JCPC had a $5,000 shortfall. Commissioner Messer had made a
recommendation that the County pick up some of the shortfall.
Mr. Nicholson explained
that the $5,000 cut is part of the State Budget Cuts. Youth Services is the largest area that JCPC funds so they took
$4,000 from them. Trend will take a
$1,000 hit and will take it from unused salaries. Part of the problem is lack of planning. Mr. Nicholson had spoken with Commissioner
Messer and proposed to the Board that the $4,000 come out of contingencies to
make up that amount in the Youth Services budget. Without that help, the Youth Services would have to look at
decreasing staff at the Youth Shelter.
Chairman Moyer made the
motion to cover the $4,000 but to find it in the current budget, not to take it
out of contingencies.
Much discussion
followed. Commissioners Gordon and Hawkins expressed that they would like to
see the Youth Services budget for the year and places where David would trim
the county budget to get the needed $4,000. They felt this would be setting a
precedence because we may see many more budget cuts before this is over. Will Henderson County be expected to cover
each one. It may take months before we
see the full effect of the State Budget.
Chairman Moyer reminded
the Board that under the Budget Resolution, the County Manager has the
authority to move money from line item to line item to cover necessary
expenses.
The question was called
on the motion. A vote was taken and the
motion carried three to two with Commissioner Gordon and Hawkins voting
nay.
CLOSED SESSION
Chairman Moyer made the
motion for the Board to go into closed session as allowed pursuant to NCGS
143-318.11 for the following reason:
1.(a)(1) To
prevent the disclosure of information that is privileged or confidential
pursuant to the law of this State or of the United States, or not considered a
public record within the meaning of Chapter 132 of the General Statutes, in
accordance with and pursuant to NCGS 143-318.10(e) and Article II of Chapter 11
of the Henderson County Code.
2.(a)(4) To
discuss matters relating to the location or expansion of industries or other
businesses in the area served by the public body.
3.(a)(6) To
consider the qualifications, competence, performance, character, fitness,
conditions of appointment, or conditions of initial employment of an individual
public officer or employee or prospective public officer or employee; or to
hear or investigate a complaint, charge, or grievance by or against an
individual public officer or employee.
All voted in favor and
the motion carried.
Commissioner Hawkins
made the motion for the Board to go out of closed session. All voted in favor and the motion carried.
There being no further
business to come before the Board, Chairman Moyer adjourned the meeting at 4:50
p.m.
