STATE OF NORTH CAROLINA                                           BOARD OF COMMISSIONERS

COUNTY OF HENDERSON                                                                                   MAY 22, 2000

 

The Henderson County Board of Commissioners met for a special called meeting at 2:00 p.m. in the Commissioners= Conference Room of the Henderson County Office Building at 100 North King Street, Hendersonville, North Carolina.

 

Those present were:  Chairman Grady Hawkins, Vice-Chair Bill Moyer, Commissioner Renee Kumor, Commissioner Don Ward, Commissioner Marilyn Gordon, County Manager David E. Nicholson,  Finance Director J. Carey McLelland and Budget Analyst Selena Coffey.                   

 

Absent was: Clerk to the Board Elizabeth W. Corn. Mr. Nicholson prepared notes in Mrs. Corn=s absence.

 

Present from Blue Ridge Community College was Mr. Ed Bell, Dean of Administrative Services.

 

Also present were: Dr.Tom Burnham, Superintendent of Henderson County Schools and the following members of the Board of Public Education: Chairman Ervin W. Bazzle, Vice-Chair Brenda Brock, Kenneth Butcher, Allen Combs, Melissa Maurer, and Jane Orwoll.  Absent from Board of Public Education was Linda Hawk.

 

CALL TO ORDER/WELCOME

Chairman Hawkins called the meeting to order.  He welcomed the Board of Education and stated that the purpose of this meeting was to review the Board of Education=s budget, Blue Ridge Community College=s budget and to review several pieces of budget information requested by the Board at previous meetings.

 

FY 2000 - 2001 BUDGET

Board of Public Education - Budget Request

Board of Education Chairman Ervin Bazzle recapped their budget development process and thanked the Board of Commissioners for their assistance in last year=s budget.  This year, due to growth in the number of students, they are getting an additional 9.5 positions from state funding.

 

Superintendent Tom Burnham reviewed their budget request.  Their budget is broken down into three sections - Uncontrollable, Program Enhancements, and Salary Increases for Non-Certified Employees.

 

The Boards also discussed other issues such as state recommended class sizes, the need for additional classrooms and school fund raisers.  The Boards discussed the need to improve technology in the schools to assist students in their higher education and in the job field.

 

Dr. Burnham stated that they had requested 2.3 million dollars in capital funding.  He provided the Board with a chart of completed capital projects.

 


There were no further questions/discussions with the Board of Education.

 

Blue Ridge Community College - Budget Request

Ed Bell, Dean for Administrative Services for Blue Ridge Community College, stated that their original request was for a 1% reduction in funding for FY 2000-2001.  However, the Board of Trustees wished to request two Sheriff=s Deputies.  The net cost of this request is an additional $50,000 or a 2% increase.  The Board discussed with him the proposed state bond package.  Blue Ridge Community College would get 1.6 million dollars in renovation funds for the Flat Rock campus.

 

Miscellaneous Budget items

The Board continued their review of the budget by looking at several items from previous budget workshops.  These included funding of the additional staff for EMS for nine months, Library security, Public Buildings= Contracted Services, Zoning Fees and a chart of the total number of personnel by department.

 

The Board discussed the requests for the Board of Education and Blue Ridge Community College.  Funds were provided in the County Manager=s Recommended Budget for the Uncontrollable Expenses and Program Enhancements.  The Board agreed with funding these sections of their budget request.  The Board discussed the request for security at Blue Ridge Community College.  The Board agreed not to fund this additional request.

 

The meeting was adjourned at 4:35 p.m.
