COUNTY
OF HENDERSON MAY 9,
2000
The Henderson
County Board of Commissioners met for a special called meeting at 2:00 p.m. in the
Commissioners= Conference
Room of the Henderson County Office Building at 100 North King Street,
Hendersonville, North Carolina.
Those present
were: Chairman Grady Hawkins,
Vice-Chair Bill Moyer, Commissioner Renee Kumor, Commissioner Don Ward,
Commissioner Marilyn Gordon, and County Manager David E. Nicholson.
Also present
were: Finance Director J. Carey McLelland and Budget Analyst Selena Coffey.
Absent was
Clerk to the Board Elizabeth W. Corn. Mr. Nicholson prepared notes in Mrs. Corn=s absence for
the preparation of these minutes.
CALL TO
ORDER/WELCOME
Chairman
Hawkins called the meeting to order and welcomed those in attendance.
FY 2000-2001
BUDGET
Sewer/Utilities
The Board
discussed the payment from the City of Hendersonville for the sale of the Mud
Creek Sewer System. It was the Board=s consensus
that these funds, less the $5,000 option payment for the Water Department
Building, would be placed in a Sewer Capital Reserve Fund. They also decided that all of the costs of
the Utilities Department would be transferred to the Cane Creek Enterprise
Fund.
Governing Body
The Chairman
asked permission from the Board to allow for some extra hours for the part-time
clerk position in the Governing Body=s budget to assist the Clerk to the Board
with catching up with the minutes.
Legal Department
The Board
discussed the creation of the Legal Department. Commissioner Moyer made the motion to approve the creation of the
Legal Department. The motion included
the addition of the Human Services Attorney and Paralegal=s
positions. All voted in favor and the
motion carried.
Departments
reviewed
The Board
reviewed and discussed the budgets of the following departments:
Information
Technology Department
Justice
Wide Area Network
Sheriff=s Department
Jail
Assessor=s Department
Robert Baird,
County Assessor, introduced Johnny Bailey and Stan Duncan with the NC Dept. of
Revenue=s Ad Valorem
Tax Division. The Board had raised the
issue at the previous workshop on the cycle of Land Use Audits. According to Mr. Bailey, although the law
states that this must be done during the eight-year revaluation cycle, the law
allows Counties to have more frequent revaluations. Based on this ability, the Land Use Audits should be completed
within the revaluation cycle, which the Board sets. The Board discussed several other property tax questions with Mr.
Bailey.
The Board set
the following dates for budget workshops:
May
12 @ 2:00 p.m.
May
15 @ 1:00 p.m.
May
22 @ 2:00 p.m. - this will be a joint meeting with the Board of Public
Education.
The meeting was
adjourned at approximately 3:45 p.m.
