The Henderson County Board of Commissioners met for a regularly scheduled meeting at 3:00 p.m. in the Commissioners' Conference Room of the Henderson County Office Building.
Those present were: Chairman Grady Hawkins, Vice-Chair Bill Moyer, Commissioner Renee Kumor, Commissioner Don Ward, Commissioner Marilyn Gordon, County Manager David E. Nicholson, Assistant County Manager Angela S. Beeker, Finance Director J. Carey McLelland, and Budget Analyst Selena Coffey.
Absent was: Clerk to the Board Elizabeth W. Corn. David Nicholson prepared notes for her.
CALL TO ORDER/WELCOME
Chairman Hawkins called the meeting to order and welcomed all in attendance. He stated that there were a couple of outstanding issues.
COUNTY LEGAL DEPARTMENT - Consolidation of Services
Chairman Hawkins provided the Board with a set of draft letters to the County Attorney, Sheriff, Tax Collector, Department of Social Services Board and Public Health Board concerning the Commissioners= goal of the consolidation of the County=s legal functions into one department. The Board wished to improve services and work with these individuals and groups through a transition. The Board agreed to go into closed session at the end of this meeting to discuss the appointment of an Interim County Attorney.
The Chairman then asked the Board about the request from the Tax Collector for an additional $10,000 for postage costs associated with the change of the tax notices.
The County Manager reviewed the proposed Budget Ordinance for Fiscal Year 1999-2000. Following this review, Vice-Chairman Moyer made the motion to adopt the Ordinance in the form provided and reviewed at this meeting in detail. All voted in favor and the motion carried.
Commissioner Kumor made the motion for the Board to go into closed session pursuant to NCGS 143-318.11 for the following purpose:
1.(a)(6) To consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee; or to hear or investigate a complaint, charge, or grievance by or against an individual public officer or employee.
All voted in favor and the motion carried.
Commissioner Kumor made the motion for the Board to go out of closed session. All voted in favor and the motion carried.
There was no action following closed session.
There being no further business to come before the Board, Chairman Hawkins adjourned the meeting.
