The Henderson County Board of Commissioners met for a special called meeting at 3:00 p.m. in the Commissioners
= Meeting Room at the County Office Building.Those present were: Chairman Grady Hawkins, Vice-Chair Bill Moyer, Commissioner Renee Kumor, Commissioner Don Ward, Commissioner Marilyn Gordon, County Manager David E. Nicholson, Assistant County Manager Angela S. Beeker, Finance Director J. Carey McLelland, and Budget Analyst Selena Coffey.
Absent was: Clerk to the Board, Elizabeth W. Corn. David Nicholson prepared notes for Ms. Corn.
CALL TO ORDER/WELCOME
Chairman Hawkins called the meeting to order, welcomed those in attendance and stated that the purpose of the meeting was to be discussion on the proposed FY 1999-2000 Budget.
The Board continued the discussion of their budget from a previous meeting. The Board requested that the County Manager review the county
=s staffing and budgets to find the funds to provide some part time clerical assistance to the Clerk to the Board of Commissioners. The County Manager informed them that he had begun the development of a proposed Legal Department combining current resources from across the county=s departments. The Board agreed that the development of this department was one of their goals.DUES/MEMBERSHIPS
The Board reviewed Dues and Memberships. The amount of $68,906 for the Chamber of Commerce and Committee of 100 was duplicated under Due and Memberships and Economic Development. This amount was deleted from this account.
DONATIONS TO NOT FOR PROFITS
The Board then discussed the Donations to Not for Profits for the non-human service organizations. The Board agreed to move the donation to the Historic 7th Avenue to Economic Development, Community Development Council and WNC Development Association to Cooperative Extension, Crime$toppers to the Sheriff
=s Department, VWIN to the Health Department and the Rescue Squad to a separate department. Most organizations received a 25% reduction from their current donation level.The Alliance for Human Services requested $174,500 for the human service not for profit organizations. The Board had previously informed the Alliance that the funding would be $150,000 to $170,000. After discussion, the Board agreed to fund the Alliance at $170,000.
Commissioner Kumor requested that the Board consider the Duke Endowment Grant for the school nurse positions for the middle grade schools at the June 16, 1999 meeting.
There being no further business to come before the Board, Chairman Hawkins adjourned the meeting at 5:00 p.m.
