BOARD OF COMMISSIONERS

COUNTY OF HENDERSON

MAY 26, 1999

 

The Henderson County Board of Commissioners met for a special called meeting at 3:00 p.m. in the Commissioners' Conference Room of the Henderson County Office Building.

Those present were: Chairman Grady Hawkins, Vice-Chair Bill Moyer, Commissioner Renee Kumor, Commissioner Don Ward, Commissioner Marilyn Gordon, County Manager David E. Nicholson, Assistant County Manager Angela S. Beeker, Finance Director J. Carey McLelland, and Budget Analyst Selena Coffey. Also present were Sheriff George Erwin and several staff members.

Absent was: Clerk to the Board Elizabeth W. Corn.

CALL TO ORDER/WELCOME

Chairman Hawkins called the meeting to order and welcomed all in attendance. He explained that this was the second of the Commissioners= workshops on the budget. He reminded the Commissioners that the County Manager had provided the Board with a memorandum addressing several issues from the previous budget workshop. He then asked the Sheriff to proceed with his presentation.

SHERIFF=S DEPARTMENT

Sheriff Erwin stated that we are all aware of the growth in the County population and that he was aware that the Board was addressing issues such as Quality of Life. His department has been active in seeding grants and using drug monies to save County dollars. They have received grants to place terminals in some vehicles as well as car cameras and video recorders. He expressed his concerns over the state unfunded mandates such as the new victim rights legislation

The Sheriff reviewed his personnel requests:

3 School Resource Officer for the Middle Grade Schools

2 Victim Services Coordinators

2 Female Transport Officers

2 Property Crime Detectives

1 Secretary/Office Assistant

1 Civil Process Server

1 Human Resources Technician

1 Transcriptionist.

The Sheriff is looking for grants to assist with funding some of the School Resource Officers and Victim Services positions.

He then reviewed his capital outlay and vehicle requests. There was some confusion over equipment purchased by County funds and that of grants or drug money. It was agreed that a separate accounting of these funds was needed. Commissioner Ward requested that the County Manager work with the Sheriff to determine if any of the leased vehicles could be used by other County departments.

The Sheriff informed the Board that the Hendersonville Housing Authority had requested an additional position. After discussion, the Board agreed to include this position in the budget. The Board

stated that they wish to discuss the School Resource Officers with the School Board, the request for security personnel at Blue Ridge Community College with President Dave Sink and a technology position for the Sheriff in the Information Technology Department.

There being no further business to come before the Board, Chairman Hawkins adjourned the meeting.
