STATE OF NORTH CAROLINA BOARD OF COMMISSIONERS
COUNTY OF HENDERSON March
25, 1999
The
Henderson County Board of Commissioners met for a special called meeting at
3:00 p.m. in the Commissioners' Conference Room of the Henderson County Office
Building.
Those
present were: Chairman Grady Hawkins,
Vice-Chair Bill Moyer, Commissioner Renee Kumor, Commissioner Don Ward,
Commissioner Marilyn Gordon, County Manager David E. Nicholson, and Acting
Clerk, Avalina B. Merrill.
Absent
were Assistant County Manager, Angela S. Beeker, Staff Attorney Jennifer
Jackson, County Attorney Don H. Elkins, and Clerk to the Board, Elizabeth W.
Corn.
Also
present were Town of Fletcher Mayor Robert G. Parrish, Sr. and Town Manager,
Craig Honeycutt. Staff in attendance
were Finance Director J. Carey McLelland; Budget Analyst Selena Coffey;
Maintenance Director, Les Capps; County Engineer, Gary Tweed; Risk Management
Director, William R. Byrnes; and Interim Recreation Director, Rick Harris.
WELCOME
AND CALL TO ORDER
Chairman
Hawkins welcomed those in attendance and called the meeting to order. He reminded the Board and its audience the
purpose of this special called meeting was multi-purpose: (a) to discuss the
sewer projects for the Town of Fletcher; (b)to preview the budget of the Parks
and Recreation Department; (c) and to review the funding for donations to
non-profit agencies during the upcoming fiscal budget year.
Chairman
Hawkins opened the floor for a motion to convene as the Cane Creek Water and
Sewer District Board to conduct business on the Town of Fletcher sewer
requests. Commissioner Kumor made a
motion to convene as the Cane Creek Water and Sewer District Board. The motion carried.
Chairman
Hawkins reviewed a letter he received at this meeting from Mayor Parrish making
recommendations for appointments to the Cane Creek Water and Sewer District
Advisory Board. Per the letter,
Fletcher Town Council recommended two appointments: (1) Fletcher Town Council
member; a property owner within the Town of Fletcher who is connected to the
Cane Creek WSD System. This appointment
could possibly be a representative of the industrial community. Mayor Parrish=s letter also recommended that the County
Commissioners should appoint the majority of the members (three) as owners of
the System. The recommendation was: (1)
County Commissioner; a member outside of the Cane Creek WSD; and one member
within the Cane Creek WSD who is connected to the System but is not a resident
within the Fletcher Town limits. It was
the consensus of the Board to accept the recommendations for appointments to
the Cane Creek Water and Sewer Advisory Board as stated in Mayor Parrish=s letter.
