STATE OF NORTH CAROLINA                            CANE CREEK WATER & SEWER DISTRICT

COUNTY OF HENDERSON                                                                               DECEMBER 1, 2008

 

The Cane Creek Water & Sewer District Board met for a regular meeting at 5:30 P.M. in the Commissioner’s Meeting Room of the Henderson County Historic Courthouse on Main Street, Hendersonville.

 

Those present were:  Chairman Bill Moyer, Vice-Chairman Charlie Messer, Commissioner Larry Young, Commissioner Chuck McGrady, Commissioner Mark Williams, County Manager Steve Wyatt, Assistant County Manager Selena Coffey, County Attorney Russell Burrell, and Clerk to the Board Elizabeth W. Corn.

 

Also present were: Deputy Clerk Teresa Wilson, Planning Director Anthony Starr, Finance Director J. Carey McLelland, Research/Budget Analyst Amy Brantley, Engineering and Facility Services Director Marcus Jones, Associate County Attorney Sarah Zambon, Tax Collector Terry Lyda, Deputy Tax Collector Lee King, Administrative Assistant to the Delinquent Tax Collector Phyllis Henderson, Sheriff Rick Davis, Captain Greg Cochran, and Captain of Patrol Tim Griffin. 

 

Absent was:  Public Information Officer Pam Brice

 

CALL TO ORDER

Chairman Moyer called the meeting to order.

 

Commissioner McGrady made the motion for the Board to convene as Cane Creek Water & Sewer District Board.  All voted in favor and the motion carried.

 

MINUTES

Draft minutes were presented for CCWSD Board review and approval of the following meeting(s):  October 15, 2008

                       

Commissioners McGrady made the motion to approve the minutes of October 15, 2008.  All voted in favor and the motion carried.

 

ENGINEER PROPOSAL FROM WILLIAM G. LAPSLEY & ASSOCIATES – FY 09 DRAINAGE BASIN STUDY

County Engineer Marcus Jones stated as directed by the Board during the October 15, 2008 meeting, staff has negotiated the proposal with William G. Lapsley & Associates to perform the FY09 Drainage Basin Study.  Also during the October 15, 2008 meeting, William G. Lapsley & Associates was selected as the most qualified firm to perform the study.  Also note, McGill & Associates will perform the financial analysis portion of the study under a sub-agreement with William G. Lapsley & Associates.

 

The study will perform the following tasks:

1.     Complete and review background information

2.     Identify existing and future wastewater service areas

3.     Map locations of future sewer lines and estimate future flows

4.     Evaluate wastewater treatment alternatives

5.     Project cost estimates and financial assessment

6.     Preparation of final study & Presentations

 

The proposal to perform the above scope of services is $50,000.  The schedule of the study will allow staff to incorporate proposed improvements and findings into the FY10 budget process.  A more detailed schedule is located within the provided scope of services.  The funds for the study are allocated in the FY09 Cane Creek Water and Sewer District Enterprise budget.

 

Commissioner Messer made the motion that the Board authorizes the County Engineer to execute the proposed agreement for $50,000 with William G. Lapsley & Associates to conduct the FY09 Drainage Basin Study.  All voted in favor and the motion carried.

 

Commissioner McGrady made the motion to adjourn as the Cane Creek Water & Sewer District Board.  All voted in favor and the motion carried.
