STATE OF NORTH CAROLINA               CANE CREEK WATER & SEWER DISTRICT

COUNTY OF HENDERSON                                                                              JULY 7, 2008

 

The Cane Creek Water & Sewer District Board met for a regular meeting at 5:30 p.m. in the Commissioner’s Meeting Room of the Henderson County Historic Courthouse on Main Street, Hendersonville.

 

Present were:  Chairman Bill Moyer, Vice-Chairman Charlie Messer, Commissioner Larry Young, Commissioner Chuck McGrady, Commissioner Mark Williams, County Manager Steve Wyatt, Assistant County Manager Selena Coffey, County Attorney Russell Burrell, and Clerk to the Board Elizabeth W. Corn.

 

Also present were: Deputy Clerk Terry Wilson, Communications Officer Pam Brice, Erosion Control Division Chief Natalie Berry, Associate County Attorney Sarah Zambon, Planners Matt Cable and Parker Sloan, Interim Planner Jason Waddell, Planning Director Anthony Starr, Engineering/Facility Services Director Marcus Jones, Sheriff Rick Davis and Research/Budget Analyst Amy Brantley.

 

CALL TO ORDER

Chairman Moyer called the meeting to order.

 

Commissioner McGrady made the motion for the Board to convene as Cane Creek Water & Sewer District Board.  All voted in favor and the motion carried.

 

CANE CREEK WATER AND SEWER DISTRICT (CCWSD) – APPROVAL OF MINUTES

Draft minutes were presented for Board review and approval of the following meeting:

            March 6, 2008

 

Commissioner McGrady made the motion that the Board adopts the minutes of March 6, 2008.  All voted in favor and the motion carried.

 

CANE CREEK WATER AND SEWER DISTRICT (CCWSD) – RATES

Marcus Jones addressed the Board, stating that the wastewater collected by the Cane Creek Water and Sewer District (CCWSD) sewer system is treated by the Metropolitan Sewerage District (MSD). Effective July 1, 2009, the amount that MSD charges the CCWSD for wastewater treatment will increase from $4.57 per 1,000 gallons to $4.71 per 1,000 gallons (3.1% increase). 

 

Staff recommended a corresponding rate increase for the CCWSD sewer customers. A table comparing the current rates to the proposed rates is below:

With the proposed increase, the monthly sewer bill for the average homeowner will increase by $.63 (sixty three cents).

 

Discussion

 

Commissioner Messer stated that the people in the northern end are paying a lot more than people in other districts for sewer treatment.  He was in opposition of the rate increase.

 

Chairman Moyer stated that they had tried to get a say in the MSD Board and were unsuccessful.  This is not a rate that is unique to us it is the rate they are applying to all their customers.

 

Commissioner McGrady was sympathetic but stated that the Commissioners had no choice.   Commissioner McGrady made the motion that the Board of Commissioners approves the proposed monthly sewer rates for Fiscal Year 2009.  The motion failed 2-3 with Commissioners Messer, Williams, and Young voting nay.

 

Chairman Moyer noted that because the motioned failed, the County would have to pay for it.  It is not a budgeted item.   He requested that the County Manager get the information of the cost to the County and bring it back to the Board at the next meeting.

 

Adjourn

Commissioner McGrady made the motion to adjourn as the Cane Creek Water & Sewer District Board.  All voted in favor and the motion carried.
