The Cane Creek Water & Sewer Board met for a regularly scheduled meeting on August 2, 2006 in the Commissioners’ Meeting Room of the County Office Building.

 

Present at this meeting were:  Chairman Bill Moyer, Vice-Chairman Charlie Messer, Commissioner Larry Young, Commissioner Chuck McGrady, Commissioner Shannon Baldwin, County Manager Steve Wyatt, Assistant County Manager Justin Hembree, Assistant County Manager Selena Coffey, County Attorney Russell Burrell, and Clerk to the Board Elizabeth W. Corn.

 

Also present were:  Utilities Director Doyle Freeman and County Engineer Gary Tweed.

Request for Sewer Service Outside the CCWSD

Gary Tweed explained that the Cane Creek Water and Sewer District had recently received a request for sewer service from a proposed subdivision, Oak Farm, located in the Town of Mills River approximately ˝ mile outside the CCWSD boundary.  In order for the project to be served it will require the construction of a private pump station and force main connecting into the district’s gravity sewer line at Mills River Elementary School.  The issue before the Board is - do we allow service outside the district boundary and if so, do we seek to expand the district boundary.  It is not necessary to expand the district boundary to serve outside the boundary.  Secondary issues revolve around the Sanitary Sewer Interceptor Master Plan that calls for the Boylston Creek Interceptor and Pump Station to serve this same area and the District Policy on sewer extensions within municipalities.  The Town of Mills River placed this interceptor project on the Master Plan.

 

This matter was reviewed by the CCWSD Advisory Board on July 25, 2006.  It is their recommendation that we allow service outside the district boundary and expand the boundary when demand for service would warrant expansion of the boundary.

 

Staff was present and discussed the matter with the Board.  It was staff’s recommendation that should the Board allow Oak Far to connect by use of a private lift station, that they be required to construct as much gravity sewer as possible extending the District line at Mills River Elementary.  The private lift station and force main will not be taken over by the district for ownership, operation and maintenance.

 

The County Manager recommended allowing Oak Farm to connect to the sewer system by use of a private lift station, that they be required to construct as much gravity sewer as possible extending the district line at Mills River Elementary.  The private lift station and force main will not be taken over by the district for ownership, operation and maintenance.

 

Commissioner McGrady made the motion that the Board adjourn as the Henderson County Board of Commissioners and convene as the Cane Creek Water and Sewer District.  All voted in favor and the motion carried.

Commissioner McGrady made the motion that the Board adjourn as the Cane Creek Water and Sewer District and reconvene as the Henderson County Board of Commissioners.  All voted in favor and the motion carried.
